what role (if any) does intentionality factor into you're response to something that is perceived as malicious act by a group of people?

Does the size of the group of people matter?

At what point is the group of people you're impacting matter enough for you to stop?

Do you stop completely or only conditionally?

Are certain malicious acts exempt from your rule? 
.
Do you mention intentionality in your response/apology? Could you understand why people wouldn't like it if you did?

Can intentionality be used as an excuse? Should intentionality be used as an excuse?

By malicious acts I mean acts that are malicious - not people with malicious intent. They include but are not limited to rape jokes, discrimination,  genocide, stepping on your foot, hitting a child, hitting a spouse, elbowing someone in the boob, ect.
