Got this 2 weekends ago, and this isn't my first tattoo it just looks weird. First time going to a different artist.... kind of scared

Never go back to that person!! It's not infected, but he didn't do his second layer! That's why it's waaay to light at the top the ink isn't sinking into your skin like it should! My friend had the same problem on her wrist and me on my back... Trust me NEVER GO BACK stick to your usual artist!
