Umbilical cord on a 2 week old..

My son is 2 weeks/3 days old and still has a pretty firmly attached umbilical cord. I thought they normally fall off within 2 weeks?

The only part thats even remotely starting to pull away is the very outer rim of it. But underneath is still gooey. It doesn't stink, no pus like ooze, not bleeding. It does have a slight bit of dried blood on the edge but thats about it. I haven't done anything to it besides occasionally wipe it off with a baby wipe because my boy likes to pee on himself when I change him. It doesn't seem to bother him if I feel around on it either.

Is it normal for it to still be stuck pretty good?

He really needs a proper bath.
