They look like mosquito bites. I'm allergic to mosquitoes and usually my milder reactions look like that!

That looks like a rash I had got one time when I was a little girl. I think it may have been some viral infection that came with having a cold. Some people have the rash show up, some don't. But like most of the comments said it could also just be big bug bites. He should go to the doctor just to double check if it continues to get worse.
