I would agree that looks like hives. Any new detergents or anything? As an EMT I would recommend watching closing and if it seems to be getting worse, get him checked out. Better safe then sorry!!

That looks live hives.  Has he eaten anything new, gotten any bug bites, etc?  If you can cal your pediatrician and see if they agree with giving Benedryl to stop the histamine reaction. It should go down on its own.  Your pediatrician will probably want to follow up with you in the office since that's a pretty large reaction.

(Not to scare you, but be aware and watch to make sure it doesn't come up his throat or ring out his eyes, if that happens take him to the ER because it can lead to anaphylactic shock.)
