get baby to move

Since 16 weeks I've noticed my baby like to stay in my lower abdomen area when I went to my anatomy scan the baby was down there and when I went to my check up and the doctor looked for the heartbeat she found it down there. I want to know how can I get my baby to move from there because I get cramps from the baby being there and it probably why I don't feel the baby move or kick. Any suggestions? I'm open to all and anyway to help
