If my fundal height at 33 weeks is 31 is there a chance I will deliver late??

I consistently measured a week behind and went two weeks early

That's normal- you're supposed to be within +/-2 of your gestation week. It's also not the most reliable thing anyway. I was 4cm behind at one point but on ultrasound a few days ahead.
