nasal congestion wakes baby up each morning

My LO starts stirring at around 4am each morning because he is congested.  We have a cool mist humidifier in our bedroom but it doesn't seem to help much. Is there anything else we can do to help with his morning congestion?  He sleeps elevated in a rock n play and we nose Frieda him at his early morning feeding between 1 and 2 and he still seems to get congested.
