Is this just dry skin?

My son has had this patch on his hand for about 3 weeks (he also has a similar one on his butt). I figured it was dry skin from the heat being on, it's cold out, and baths. So I've started lotioning a lot more, cutting down baths, and soap. It hasn't gotten any worse but hasn't gotten any better. I'm probably going to call the Pediatrician tomorrow to see what they say but thought I'd ask you ladies. Thanks!
