my baby screams when it's time to go to sleep

I feel like my baby is having negative associations with nap time/bed time. When we walk up to his room he starts to whine and when I lay him on his changing pad he full out screams. He screams when I put him in his sleep sack and when I lay him in his crib. He is usually out within a minute or so, but I feel really bad that he is screaming even before I lay him down. He doesn't enjoy being cradled or rocked so I just kiss him and lay him down. I don't know if he's just over tired or if he just genuinely hates that time. He is a good napper so I know he needs the sleep. Anyone else experience this?
