I used to get t exactly like that and sometimes worse, but I switched to waxing (European wax center is my favorite) and it's soooo much better! I don't get a single bump or ingrown hair now and it barely hurt for the 5 minutes they do it then you have 4-5 weeks of no maintenance! It's so nice I would definitely switch if I were you!

There are many reasons this could be. 
1. Razor isn't sharp enough, your irritating bf the skin, don't keep using it 
2. The soap your using to shave isn't good, use a certain type of shaving cream for that area
3. NEVER use the same razor to shave your vaguna that you use to shave your armpits, legs and whatever else

USE UNSENTED DEODORANT!!!!! The white solid deodorant. I use it and mine never gets that bad.

Change razors maybe. Some times if my razor is getting a little dull I have it happen
