Should step parents be able to discipline their step children?

Very long story short, I have an 11 year old stepdaughter who thinks she's 18. She's getting worse everyday because she's at the age where she's testing her limits to see what she can get away with and her father absolutely REFUSES to discipline her in any way. She's failing school, she doesn't do chores, she talks back horribly to me and her dad, she takes and breaks things that aren't hers and hangs out with 14 year olds and SHE tells her dad when she's gonna be home instead of the other way around. I can't get the mother involved because she only sees her about once a month when her mom feels like it even though she lives up the street. My husband said it's not my place to discipline. I'm about to go crazy.
