Need some advice

We have been ttc since August, and I have not had a period since Sept 29. All pregnancy tests are negative(I've Taken Like 20), and I have been using ovulation strips which I *think* have been positive once since my last period. I saw my Dr today and she said that even though I've missed multiple periods and there must be a reason for it, I cannot be referred to a fertility specialist until we have been ttc for a year. This seems a bit unfair, anyone else experienced this? I'm thinking PCOS possibly, but just basing that on doing research on my own. Thanks ladies!
