HCG low and not rising

So last Wednesday my HCG was 11. Friday was 32 and yesterday evening was only 57. I had gone to the ER yesterday after having some brown discharge and cramps. The Nurse gave me my HCG results and some progesterone pills. I'm assuming due to my levels not doubling and brown discharge it's possibly not a viable pregnancy. Anyone else have a similar story?  The Dr didn't come into the room to speak with me after the lab results came in and the nurse was unsure what was going on.
