Boyfriend confusion

So I'm a 16 year old and so is my boyfriend. We started dating 2 months ago and I'm his first girlfriend. I've had 2 other boyfriends and a "physical aspect" of the relationship was there instantly with them, but with my current boyfriend, it's not. We haven't kissed yet and I'm just confused because I mean he's a teenage boy and teenage boys are pretty... ya know..... sexual. I'm completely physically attracted to him and he's told me he is to me. I'm just looking for anybody's insight, thank youuu!!!
