revenge?

so my boyfriend and i have been dating for over a year and i love him to pieces. he rarely goes down on me and seems reluctant to finger and i'm not sure why. i'm always okay with going down on him. i don't want to talk to him about it because i don't want to be so needy, but i want to be licked and touched and i just want that feeling. how do i like make myself smell nice down there, i already shave and what else do i do? also does anyone recommend just straight up teasing him? maybe like if i mess with him enough he'll want to. like if i hype him up enough to get a boner then just stop, maybe if i tease him like that enough he'll want to make a move.
