Tickling- is this abusive?

My husband tickles me. Whenever he wants me to stop doing something or vice versa, he tickles me until I comply. I'm very ticklish and it makes me laugh but I don't enjoy it. He does it anyway, all the time, and laughs and thinks it's funny. I've told him on multiple occasions to stop, I've told him it seems like he does it abusively and i want him to stop. I've begged him to stop while it's happening. I've told him I hate being tickled. He keeps doing it and won't take me seriously because he knows that's how he can get his way. Is this abusive? I don't know what to do. He does it till I can't breathe.
