Freaking out!

Okay​ so today i went the doctor and the babys heart rate was 110 that's low so i ended up having to get a stress test and the heart beat stayed between 115 and 125, the doctor didn't like that so we did a ultrasound to check on the baby, the baby looked fine but the whole reason i was at the doctor was because i haven't felt the baby move, well he went ahead and sent me home and told me if i didnt feel anything the rest of the day to go to the hospital because he worked tonight, well i didnt feel anything at all except hiccups once and decided to go but my doctor wasnt there because he had a family emergency, the doctor that was there came in checked my cervix and left, after ten minutes of being on the monitor the babys heart best was staying at 110-120 and i was contracting big contractions but not consistent or enough to dilate me. Anyways the nurse came in and said the doctor was in an emergency c section so she was going to go ahead and send me home. I still have not felt the baby move and im not going to be able to sleep knowing he had a low heart rate, im 38 weeks and i want to know if this is normal and if there is any concern why aren't they just inducing me instead of sending me home incase the baby dies in my stomach?
