ADOPTION fell through

I was asked to adopt my husbands cousins baby. We said yes right away. And couldnt help but to fall in love with this baby. She was only 8 weeks along. She either changed her mind or is not responding. Im hurt i dont know how to overcome this. I had so many plans:(:(
