Would you ever have your infant out of the car seat in a moving vehicle?

We have taken a few long trips since my daughter has been born, (over 2 hrs). I have never taken her out her car seat while the car was in motion. I have a friend on snapchat who constantly is snapping videos and pics of her holding her son while the car is moving. Is that normal? Is it even legal? I have never said anything to her, she's a really nice lady, but idk.....
