No, that's not true. There's no real way to figure it out besides looking at it lol. He could have hulk hands and a micropenis. BUT - skinnier guys will have more of their penis revealed so the odds of them being a good length are a little better. At the same time though, a bigger guy could have 9in but 2in hidden because of his weight. You'd still have 7in to work with lol. That's just an example.
