Guys my vagina is really swollen after my guy fingering me. It's happened once before? Is this normal?

When I'm super horny and he fingers me/plays around and I don't get to come... things swell up for me and gets uncomfortable. I googled it, and found that apparently it is kinda the girls form of "blue balls". 
If you aren't super horny though when it happens... it might be a side effect of his hands not being clean enough?
