so as long as i can remember i have had these little red bumps on my upper thighs and upper arms. I use an exfoliating sponge and use acne wash on them and nothing helps. tmi but if i pop them a little white hard thing comes out sometimes i see a hair in the hard white stuff... I cant wear shorts or short sleeve... please help me get rid of this!!!

ps its way worse in person, my camera kinda blurrs them all out.. picture is out outter upper thigh.
