Razor burn ⬇️🚺🐱

I keep getting razor burn down on my pubic area, (tmi) not the lips but just my bikini area. I'll get these infected hair or black head type things also, it's not the best looking thing and it's painful for even my panties to rub. I've tried different razors, going with or against the hair growth, shave gel, shave cream, conditioner and just good ole soap. Can anyone help??
