I'm 6 weeks pp and tried to have sex for the first time yesterday. I was too scared of it hurting so he didn't get to put it all the way in. He cummed with just the 'head' inside a little bit and most of the cum went on the outside. Can u still get pregnant like that?

Yes. That's how sex works. Any ejaculate on, on or near the vaginal opening can result in pregnancy. Particularly after having just had a baby, you are super fertile. This is why you are supposed to wait until after your post partum follow up appt when you discuss your healing and birth control. 
If you don't want the chance of Irish twins, plan b is in order. Just realize that it is not 100% effective and you still have a chance of remaining pregnant.
