Basic biology question

So I'm sure this is an easy biology question, I just don't know the answer and am curious.

When I use my doppler, the baby still seems to be pretty low, under my belly button. I'm 16 weeks.

1. When I start to feel "flutters," should it also be in that low area?

2. If the baby is so low, why is my bump seemingly higher?
