Ultrasound at 16 weeks, could it tell gender?

Question

So I don't have an anatomy scan scheduled yet, but my midwife wanted to schedule an ultrasound to check on my placenta (it was low at 13 weeks) 
I was wondering if we could ask for a peek at gender then? I read the baby's bits are fully developed at 16 weeks. This is my first baby and I am DYING to know. At 13 weeks, the doctor said she didn't see a penis but I know that's too early to say for sure.

I was told boy at 13 weeks and confirmed boy at 16 weeks by an early ultrasound that I paid for.

Was 100% confirmed boy at 20 weeks :)
