Not dilated and narrow pelvis??

I am 38 weeks and 5 days and had my first exam today. She said that my cervix is still tilted backwards and no dilation 😔 she also said my pelvis was narrow so we have to see if baby will be compatible to come out naturally. Is it normal to not have any progress this late in the game? And does this mean there's a good chance for c section as she's already a good size Baby?
