If progesterone and estrogen levels are normal does that mean uterine lining is good?

I had an endometrial biopsy yesterday to check the lining. He checked my lining (uterus and ovaries) on an ultrasound on cycle day 13 and it was thick, 15mm. So I'm a little confused why I needed both. I know it's standard for the fertility work up but still
