Police Gun Sales

Was watching the news this morning and I over heard them talking about the ATF reporting illegal gun sales from LAPD officers to civilians.
I couldn't find any current or up to date articles on it so if anyone knows feel free to enlighten me on the subject.
As an officer they have a duty to serve and protect instead they're illegally distributing that in which could possibly be used in a violent crime or kill them.
What baffles me behind the idea of police illegally selling guns, is they're selling guns illegally themselves they would know where/who to target when looking for illegal gun users. So if that's really the case , shouldn't those officers be held even more accountable than a illegal gun dealer that's not an officer? Thoughts?
