what to do with him

Okay so me and this guy have been talking for a while (year) on and off but now we've been steady.. lately I notice when he plans stuff of course I have no problem with coming through with the plans.. when I plan something and he agrees that it's a set plan. He just stops talking to me when we are suppose to hangout.. doesn't tell me he's tied up into anything or he's gonna be late. Just doesn't reply. I looked to see when the last time he was active on fb which is (14 mins ago) but I texted him over an hour ago saying well I guess you cancelled again so goodnight. Nothing from him still. He has done this every other time for the past week. It's getting really frustrating I've talked to him about this before and he said he understood and blah blah. But here we are... at this point I just want to know how I should handle this.. or at least where to start. He's told me previously he feels unwanted sometimes because I use to not text first or I would respond slow (due to working and I wasn't allowed to be on my phone but when I could I would always reply) idk I feel like my feelings are being ignored
