ear infection or teething??

My daughter is 6 months, slept all night long up until the last 2 nights where she wakes up every 2 hours. She doesn't want to nurse she just wants to be held. As soon as she falls asleep I lay her down in her crib but she will pop her eyes open and fussy until I pick her back up. As soon as I do she'll lay her head down on me and go back to sleep. And I'll repeat the process. I can do this process 4-5 times before she'll finally stay asleep when I lay her down - only for her to wake up 30 minutes- 2 hours later. She has been running a mild fever 99.8-100.9, extra fussy/clingy. Does this sound like ear infection symptoms or teething?
