Baby fights his sleep! Help

My son is 7 months and he fights his sleep EVERY time we try and put him down for a nap or bed. He was been doing this since he was 4 months..He gets soo cranky and frustrated. I don't know what to do. He can barely keep his eyes open. Then, if I do get him down, he sometimes shakes his head back and forth or throws his arms up to wake himself up. And arches his back.. he gets overtired and will just cry and cry for atleast an hour.. its so frustrating 😢😢😢 Any suggestions???
