Cars that don't allow phone service.

My coworker was recently in an accident. A young woman of about 22 was texting while driving and rear ended him. She was going way too fast for that speed zone and not paying attention until it was too late. She hit him so hard and fast that she totaled the back end of his truck with her car. Her engine was in her cab. It was really bad. Luckily they both walked away with no serious injuries except he has to have surgery on his arm from it being slammed into the steering wheel. He had to buy a new truck she had to buy herself a new car.

The whole point of this story is that he thinks that they should invent a car that does not allow a phone service while inside. He thinks this will help lower the chances of people being on their phones while driving. I personally think it will solve nothing. But what do you guys think of this idea?
