Should I wait.....? Or should I let him go...

So me and this guy have been talking for awhile now. I'm big on letting people know your intentions so I asked " when are you going to be mine?" His response I don't know how to take it maybe you can help me....

"I need to establish a few more things for myself before I can be an us, just a few things I need to get situated and secure. Until then you honestly wouldn't have all of me just 45/50% I wouldn't do that to you"

I respect that her was being honest but I don't know how to decipher it.... like what is the time frame I'm not trying to jump into a relationship I just want to know that time I am spending with him to be null and void.
