Children & fire arms

I just saw on the news a video of some kids that were playing with a rifle in front of a small baby and pointing the gun at them "playing around", laughing and saying that they were going to shoot them and kill them, and low and behold the kid holding the rifle ended up pulling the trigger and shooting the baby square in the face, killing them. The camera loses focus and shuffles around as you hear the shrieks and screams of the children crying for the baby because they just saw it get shot to death. I couldn't imagine being those children, or the baby, or god forbid the poor parent/s of the baby once they found out their child has been killed that way. I am not against fire arms, and not against collecting them or having them in the home, but obviously with children being around the firearms and being curious beings in their own way, parents need to be extremely cautious. 
My question here is would be, regardless if they were the parents of the baby or not.. would it be appropriate to send the owner/s of the rifle to jail for misplacement of the rifle / negligence? Would a fine/slap on the wrist suffice? Should it be excused and forgotten? Does a situation like this not have someone to ultimately blame? How could we prevent things like this in the future?
