hcg level super low with bleeding

This is my test from this morning at 4 I went to the bathroom about 7 and was bleeding and the hospital told me my urine test was negative and my hcg levels were 9 so they consider that negative. And now I'm bleeding like a normal period. I'm just confused why this is so dark if my levels are 9.
