I online shop a lot. Sometimes they ship extra items. Sometimes I never receive the package, and when I talk to customer service, they send another one for free, and then both package shows up.

Do you think its ok that I keep it? Or would you return them to the store (it means you make a trip to the store to give them the products, not getting a refund)?

That's essentially stealing. You paid for one package, you received two. Even if it isn't your fault, that is still stealing.

If its walmart or something I'd probably keep it but an etsy shop or small business, would email them and ask what they want me to do (keep or ship back)

I got a bra I didn't order in an Aerie order once. I took it back to the store, and the manager gave me the full retail value of the item as store credit, and I got two bras in the correct size with it. Pays to be honest.

Some shops send a "thanks for shopping gift" so if that's what it is then that's perfectly okay!

It happens to me a lot on Etsy and I'll contact them and be like "you sent an extra charm with my earrings, was it purposeful" and they're always like "YES! It's a small thank you gift"

Happened to me once where it said it was delivered and I didn't get it. I called customer service and they sent me a new one. Well, it was a canvas picture of my husband and I, so sending it back would have been useless. Ended up it was in my apartment office and they forgot to tell me 😂

It depends. I've had a couple times where something like this happens but I email and see what they want me to do with the extras. One sent me a shipping label and the other let me keep the extra but I definitely always ask
