Broken No Contact Order

So I have a friend who has a no contact order against a boyfriend... They are currently breaking it. Now he's been picked up and gone to jail for breaking it and they continue to do so. The order was put into place because of a domestic disputer that she landed in the hospital from while pregnant.

Now my question. Hes still violent, hes still emotionally abusive and physically abusive. Now last time they were caught together she was still pregnant. Now say they were caught together again, baby is born. With him threatening her into letting him stay will CPS get involved? And how so?
