moving on help

So it's been a year since me and my ex broke up and i want to get back out there and had my eyes set on this guy, the thing is he's a little older so i dont see him but i do have him on snapchat. i dont know for sure if he has a girlfriend, do i still talk to him and if i do talk to him what do i say??? (Also he's kind of like my dream boy) please help me!!
