I have a question

When do you know when your relationship is over? I been with my partner for 8 years and feel we haven't really moved on from past issue and we continue to argue about the same topic over and over again. I feel he doesn't listen to me and other issues that are happening. If I were to explain it it will be a long list so yeah. My mind says it's done but my heart says it's not.
