That would be upsetting to me.  Obviously there's priorities he should be addressing.  But I'd explain to him why it upset me, and hopefully he'd be more conscious of it in the future. Also if the baby wasn't making much of a fuss therefore didn't need to have attention drawn to him/her, then I see no problem.
However, if the baby is screaming and is upset and then ignored for masturbation, then that's out of order.
