Boyfriend doesn't wanna see me

Me and my boyfriend, Joe, have been together for 5months now and we still haven't seen each other in person yet. We met online and its been hard for me. He always makes excuses and it seems like he doesn't want to see me at all. I always ask when are going to meet and since I don't drive and he does, I thought it would easy for us to see one another. I don't know what to do anymore. I hate not seeing him and care about him. What can I do?
