Ovulation question for Clomid users.

My first round of Clomid was not successful in making me ovulate. I am on the second round, on day 21 (have my progesterone test later today). I'm pretty sure this round has failed also, except I have been extremely bloated the last two days. Almost painfully bloated at times. Do you think there's a chance I will still ovulate? I know Clomid can make you bloated, but any thoughts as to why I am so bloated right now? Any help is appreciated!
