Pls help baby's nose

My baby is so irritated from his blocked nose making it hard for him to breathe his snot is all th way in th back and all dried out I trued saline drops and doesnt seem to work iv tried the little snot pump thing n still can't get them out so you have any suggestions? The doctor told me to buy a tube thing where you suck it out I totally forgot what this is called and where I could find it if any of you know what shes talking about pls let me know so I can go get it from the store
