I am on CD 16 as well and no surge! I have the one below the the one you have so I don't get the flashy smile, just the steady. I am a complete mess! I am trying not to make myself nuts and purchased some cheapie opks from Amazon as a "second opinion" but it's the worst feeling!

sometimes you have a peak and do not ovulate. good luck x

I've noticed the readers can be pretty unreliable and glitchy.  On my last cycle it said I was fertile for 2 whole weeks while my others said I wasn't and then I never did get an ovulation date. If you think it's wrong, get another box or test with another brand along side it so you can have a "second opinion".
