I mean, I say "no" and " that's not nice, we don't do _____" but I don't PUNISH him. He wouldn't understand. I generally just say no and redirect.

Yes I tap his mouth when he throws tantrums. 
I feel so badly but it's working.
He'll scream cause he wants to dump his milk everywhere and when I tap his mouth he puts out his bottom lip and cries quietly then reaches out to me for a hug. 
(I always hug him or kiss him after so he knows I still love him he just got in trouble) 
And when I say tap. I mean tap. Like when you tap a persons shoulder or a touch screen. It's not hard enough to be a smack not till he's two or three at least haha 
But the tantrums went from 20 times a day to once or twice every other day after about 2 weeks of keeping up with it

I say no in a deep momma voice. she gets it and depending on stubbornness is what she does. most of the time she pouts, whines and stops the bad behavior. She is interested in pet foods and plugs as well as other dangerous things so I'm glad she listens. but it took patience to get to this point. saying no and redirecting.
