ER can't do anything for a uri.  It's vital and you just have I ride it out w fluids, Tylenol, etc.  if it were a sinus infection instead antibiotics would be appropriate.

Are there any urgent cares around you today open?  I would try there first... 
Is the child still eating/drinking, having good urine output, playing or acting them self? If so then I would do urgent care or call the pediatrician office first thing tomorrow morning for an appointment. Hope your little one feels better asap!
