Help! Poopy umbilical cord

I just had my LO 4 days ago and I'm a First time mom trying to cope but I think I'm gonna panic. We are hunkered down for Hurricane Irma with no power. Yesterday she had a diaper explosion and it got on her cord so I took a wet rag and washed it off as well as I could. I was kind of nervous about it and when I saw blood I stopped. Today it smells like poop and it's looks like it has some puss. I'm freaking out. Should I try and clean it some more? I'm terrified of her getting an infection with this storm going on. She's so little..
