I don't think so, I consider it a living document and believe it was set up that way.

I don’t know enough to say either way. But depending on when it was written and if things were added or taking away etc it can be. Or at least parts of it. It’s not wrong to want to change your constitution. No matter the country. Just because something is written doesn’t mean it should be.
